Policy for Approval and Processing of Eagle Scout Palm Applications (ESPA)

Effective: January 1st, 2024

  1. An ESPA must be complete and properly filled out before verification by the Greater Colorado Council. Included must be unit information and signatures of the Unit Leader.
  2. An ESPA must be verified by the Greater Colorado Council prior to purchasing the palm.
  3. Once an ESPA is verified by the Council, it may be taken to the Scout Shop to purchase awards/credentials.
  4. If an ESPA is earned within a specific calendar year (i.e. 2014) properly documented and received by the Council office. That information will be entered into the Scouts profile.
  5. Any ESPA for a Silver Palm earned in a specific year (i.e.2014) but turned into the Council office after January 31st of the next year (i.e. February 1, 2015), the Scout will be invited to the Silver Palm Breakfast of the following year (i.e. 2016). The Scout profile will reflect the date earned; however, the Silver Palm ribbon and Council wall plaque will reflect a 2016 date.

Eagle Palms: The Official Requirements

Effective: January 1st, 2024

After successfully completing an Eagle Scout board of review and being validated as an Eagle Scout by the National Service Center, a Scout can be recognized immediately with an Eagle Palm for each additional five merit badges they have earned, beyond the 21 merit badges required for the rank of Eagle Scout. Subsequently, they may earn additional Palms by completing the following requirements, prior to their 18th birthday:

  1. Since earning the Eagle Scout rank or your last Eagle Palm, demonstrate Scout spirit by living the Scout Oath and Scout Law. Tell how you have done your duty to God and how you have lived the Scout Oath and Law in your everyday life.
  2. Continue to set a satisfactory example of accepting responsibility or demonstrating leadership ability.
  3. Earn five additional merit badges beyond those required for Eagle or last Palm. *
  4. For each five (5) merit badges earned, complete a separate Eagle Scout Palm Application form.

Note:

*Merit badges earned any time since becoming a Boy Scout may be used to meet this requirement.

*For Varsity Scouts working on Boy Scout requirements, replace “Scoutmaster” with “Varsity Scout Coach.” For Venturers working on Boy Scout requirements, replace “Scoutmaster” with “crew Advisor.” For Sea Scouts working on Boy Scout requirements, replace “Scoutmaster” with “Skipper.”
