United Methodist Church Units and Council Registered Units

The process for Unit Registration and Chartering for 2023

Current units chartered to a United Methodist Church (UMC) have three paths forward, remember this is a joint decision process with the chartering UMC and the Scout Unit:

  1. The UMC and the Unit stay connected through the Affiliation Agreement.
  2. The UMC and the Unit stay connected through a Facility Use Agreement. The Unit will need a new Chartering Organization or become a Council Registered Unit.
  3. The UMC and the Unit do not stay connected. The Unit will need a new Chartering Organization or become a Council Registered Unit.

The process to become a UMC Affiliation and Council Registered Unit:

  1. Complete the Affiliation Agreement with your UMC and submit it to the Greater Colorado Council for approval.
  2. Complete the Council Registered Unit Registration Agreement
  3. Secure a release from your current Chartering Organization
  4. Complete the Transfer of Unit Funds and property
  5. Review and understand the Fiscal Policies and Procedures for BSA Units
  6. Close the existing unit bank account and open a new bank account using the EIN of the Greater Colorado Council (as described in the Fiscal Policies and Procedures for BSA Units, under Unit Banking). You will need to request the GCC EIN through your District Executive.  A template letter to close your current account and/or open the new account can be provided.  In addition, you will need to grant online account access to GCC.
  7. Review and understand the Unit Finance Report template
  8. Submit a calendar year 2022 Unit Finance Report and most recent month bank statement.
  • *Important note – a UMC Affiliated Council Registered Unit will have their assets held by the UMC and transfer their bank account to the Greater Colorado Council.

Current units chartered to an organization other than a UMC may also become a Council Registered Unit.

The process to become a Council Registered Unit:

  1. Complete the Council Registered Unit Registration Agreement
  2. Secure a release from your current Chartering Organization
  3. Complete the Transfer of Unit Funds and property
  4. Review and understand the Fiscal Policies and Procedures for BSA Units
  5. Close the existing unit bank account and open a new bank account using the EIN of the Greater Colorado Council (as described in the Fiscal Policies and Procedures for BSA Units, under Unit Banking). You will need to request the GCC EIN through your District Executive.  A template letter to close your current account and/or open the new account can be provided.  In addition, you will need to grant online account access to GCC.
  6. Review and understand the Unit Finance Report template
  7. Submit a calendar year 2022 Unit Finance Report and most recent month bank statement.
  8. Complete and submit a Facility Use Agreement with your meeting location (link general FUA form)
  • *Important Note – All Council Registered Units that are not signing an Affiliation Agreement with a UMC will transfer their assets and bank account to the Greater Colorado Council.

The process to transfer to a new Chartering Organization:

  1. Complete the Annual Charter Agreement with the new Chartering Organization.
  2. Complete the New Unit Application with the new Chartering Organization.
  3. Secure a release from your current Chartering Organization
  4. Complete the Transfer of Unit Funds and property
  5. Review and understand the Fiscal Policies and Procedures for BSA Units
  6. Complete and submit a Facility Use Agreement with your meeting location
